Sometimes when watching baseball, the runner on base already has to run back to their original base. What are the rules about this?

If a fly ball is caught, then runner has to retouch his original base. If he does not, he can be put out, on appeal, by tagging the runner or tagging the original base.

How should I move my arms while running? Expert runners please help.?

I've heard that you should put your arms at a 90 degree angle and move them slightly but not in front of your torso. This sounds about right and feels good but when I watch expert runners they seem like they move there forarms in small circles or something like that. It's something that other runners don't do. What is it that you're doing? Is this something I have to acquire by running more or can I fix it now. Please, I need an expert runner to answer this question.

Great question...
90 degree angle is correct. As your arms move they shouldn't be going in circles, this is just a visual effect that you see.
As the arm goes forward your fist should not go past your eyes and in the back it should NOT go past your butt, anything past these areas is considered wasted movements and energy.
It is true the faster and more powerful your arms move the legs will follow, not always will this effect your stride length, but it will effect the turnover of the legs.
For example in the final 50-100m of a 400m if you keep the arms moving and lift your knees you will hold form longer than the others thus slow down later than them.
Keeping the hands relaxed, will help keep the forearms relaxed, thus helping with the shoulders not coming up to your ears and this will help keep the chest and lungs relaxed making it easier to breath as well. As you see one thing leads to another, so keys are staying relaxed from the face muscles all the way down, and hold form until the very end.
