Also, is it legal to use something that might be considered a pacing device? I currently run using a Garmin 305 with heart rate monitor. I find that this device gives me a huge advantage when running with my friends. I seem to always know how fast or slow I should be going and exactly how much I have left in my tank. I'm curious whether college and/or High School runners are able to take advantage of this technology.

I need a heart rate monitor for interval training?

I am going to start interval training (running) and need a watch which keeps track of the time. So I need it to go after 2 mins and then after 20seconds and so on.. I would like it if it had a heart rate monitor too and kept track of what my heart rate was at each interval so I can keep them.. What's the cheapest one that is relatvely good.

You don't really need a heart monitor.
Long before monitors were invented we just used our heart rate as taken by feeling your neck, if you are going to run again when your heart rate is below a certain level.
As far as a watch you can get a Timex ironman it is reasonably priced and will give you a count down mode for intervals.
I have used them for many years and they last for several years before replacing.
